私たち日本人は、正しく選ばれた代表からなる国会を通じて、私たちと子孫のために、日本国を動かす権能は日本人全員が共有するものであること、この考えの上に立ってこの憲法をゆるぎなく制定したこと、をまず宣言する。

　これは、世界の国々との協力のもとに得られる平和の成果やこの国土にゆきわたる自由の喜びを私たちが失うことがないように、また政府のふるまいのために戦争の恐怖が再びこの国を襲うことがないように、と考えてのことである。

　日本の政府は、日本人全員が信じて託した尊い意思によって運営される。日本政府の権威は日本人に由来する。私たちの権力は日本人を代表する人々の手を通じて行使され、その結果得られる幸福は日本のすべての人々が受け取る。

　これは人類全体が共有する基本的な思想であって、この憲法もまたこの思想の上に作られている。

　この思想と衝突するような憲法や法律、条例などを私たちは拒否するし、既存のものならば廃棄する。

　私たち日本人はいつまでも平和を求める。世界の人々が仲よく暮らすためには高い理想は欠かせないから、私たちは常にこの理想を頭においてことを決める。この国の存続、この国の安全は、私たち同様に平和を大事にする世界の人々の正義感と信念に委ねよう。

　国際社会が平和維持のために力を尽くし、暴君や奴隷制、圧制や不寛容などをこの世から一掃するために努力するのならば、私たちはその社会の一角に名誉ある地位を得たいと思う。

　世界中のすべての人々が、平和で自由な社会で恐怖や困窮に悩まされることなく生きるべきだ、と私たちは考える。

　国というものは自国のことだけ考えていてはいけない。各国の政治は世界共通の道義に基づくべきである。正当な手続きを経て成立したと自負する主権国家ならば、同様の資格を持つ他国との交渉に際して、この道義を無視することは許されない。

　私たち日本人は、ここに述べたような高い理想と目的を実現すべく自分たちの力のかぎり尽くすことを、国の名誉を懸けて誓うものである。

＜注＞２行目の「権能」が「中央公論」誌上では「機能」となっていましたが、正しくは「権能」です。

 We, the Japanese people, acting through our duly
elected representatives in the National Diet,
determined that we shall secure for ourselves and
our posterity the fruits of peaceful cooperation
with all nations and the blessings of liberty
throughout this land, and resolved that never again
shall we be visited with the horrors of war through
the action of government, do proclaim that sovereign
power resides with the people and do firmly establish
this Constitution. Government is a sacred trust of
the people, the authority for which is derived from
the people, the powers of which are exercised by the
representatives of the people, and the benefits of
which are enjoyed by the people. This is a universal
principle of mankind upon which this Constitution is
founded. We reject and revoke all constitutions,
laws, ordinances, and rescripts in conflict herewith.

 We, the Japanese people, desire peace for all time
and deeply conscious of the high ideals controlling
human relationship, and we have determined to preserve
our security and existence, trusting in the justice
and faith of the peace-loving peoples of the world.
We desire to occupy an honored place in an international
society striving for the preservation of peace, and
the banishment of tyranny and slavery, oppression
and intolerance for all time from the earth. We
recognize that all peoples of the world have the right
to live in the peace, free from fear and want.

 We believe that no nation is responsible to itself alone,
but that laws of political morality are universal; and
that obedience to such laws is incumbent upon all nations
who would sustain their own sovereignty and justify
their sovereign relationship with other nations.

 We, the Japanese people, pledge our national honor
to accomplish these high ideals and purposes with
all our resources.
